With reference to your letter of the 29th Feb: last I am directed by the Duke of Newcastle to transmit to you for the consideration of Lord J. Russell the copy of a despatch from Hong-Kong reporting the particulars of some cases of kidnapping, connected with the Coolie Traffic at Macao and Champon.
